REGULAR MEETING MINUTES
September 5, 2006
The Buffalo City Council met in Regular Session in the Council Chambers of City Hall. Present were Mayor Hepp, Councilwoman Holt, Councilman Anderson, Councilman Hancock and Councilman Johnson. Mayor Hepp called the meeting to order at 4:00 p.m. and led the Pledge of Allegiance.
Councilwoman Holt made a motion to approve the Regular Meeting Minutes of August 15, 2006. Motion was seconded by Councilman Johnson with all Council members voting aye.
Councilman Hancock made a motion to appoint the Planning and Zoning Board members for – three year terms - at the September 19, 2006 Council meeting after a Council workshop on September 13, 2006 at 4:00 p.m. City Planner, Jeremy Grimm, informed Council that a third position was now open due to a recent resignation from the Planning Commission. Jeremy Grimm will draft a questionnaire for the candidates for the Council to review. Councilman Anderson seconded the motion and all Council members voted aye.
Carl Becker, LBCB, LLC dba Crazy Woman Liquors, requested a Malt Beverage Permit for an Open House on Saturday, September 23, 2006 from 12:00 pm until 6:00 pm at 150 East Hart Street. Councilman Anderson made a motion to grant the permit with a second from Councilman Hancock. All Council members voted aye.
Ordinance #1265 – An Ordinance Creating Section 29-2, of the Code of the City of Buffalo Concerning the Establishment of Certain Fees Associated With Application for Rezoning, Lot Splits, Lot Line Adjustment, Annexation, Alley and Street Vacation, Variances, Conditional and Special Use Permits; and Providing for an Effective Date Thereof was presented for second reading. Councilman Johnson made a motion to pass the second reading of the Ordinance. Councilman Anderson seconded the motion and all Council members voted aye.
The lease agreement for the Trap & Skeet Club lease was presented for renewal. Councilwoman Holt requested an updated inventory list be attached to the lease agreement. Councilman Hancock made a motion to renew the lease for a period of five (5) years with a second from Councilman Johnson. All Council members voted aye.
Terry Foust, ET Quilts, presented a quilt block to be included in the Wyoming Association of Municipalities quilt. Foust described the quilt block and reasons for the colors that were used.
The following Board appointments were reviewed and approved: Tree Board – one – 2 year term – Bill Webber, Tree Board – one – 2 year term – Steve Nuckolls, Tree Board – one – 2 year term – Coog Myers. Councilman Anderson made a motion to approve the nominations. Councilman Johnson seconded the motion and all Council members voted aye.
Jeremy Grimm, Planning Director, gave an overview of the Water Tank Project and a projected timeline for completion of the project. Curt Downing, States West Water Resources, recommended extending the contract without assessing liquidated damages from October 31, 2006 to December 31, 2006. After a brief discussion, Councilwoman Holt motioned to approve the request for extension and Councilman Anderson seconded the motion. All Council members voted aye.
Bob Snowden addressed Council with a request for sale of City lots in the Meadowlark Addition. Councilwoman Holt stated she was opposed to the sale of City lots at this time. Councilman Anderson felt this could possibly address the workforce housing problem in Buffalo. Councilman Johnson acknowledged the workforce housing problem but expressed concern that auctioning the lots could make housing unaffordable.
Mike Dahmer, Police Chief, presented his monthly report and addressed questions from Council regarding overtime in the Police Department.
Planning Director, Jeremy Grimm, gave a progress report on the Spray Park Construction and an update on the status of the State Land Investment Board proceedings.
Grimm also announced the Assistant Planner would be reporting for work on October 2, 2006. Grimm announced there would be a meeting for the Commerce Park Joint Powers Board on September 6, 2006 and addressed questions from the Mayor regarding the Lighting project.
Dennis Kirven, City Attorney, addressed questions from City Council regarding the Trap & Skeet Club lease and the Planning and Zoning Board bylaws.
Les Hook, Public Works Director, announced that Jenny Meier had been released from light duty work and is back to full duties in the Water Department. Councilwoman Holt requested discussion on a future remote meter reading system. Hook also addressed questions from the Council and Mayor.
Carolyn Schroth, Boys and Girls Club, requested a street closure on Carrington from Fort Street to Holland Street on September 16, 2006 for an all-day celebration and fundraiser. Council members did not foresee any problems with the street closure.
Mayor Hepp reminded Council of the Workshop for the Planning and Zoning Commission vacancies on September 13, 2006 at 4:00 pm.

Co. Solid Waste Dist, service – 16,156.00; Johnson County YMCA, agreement – 1,166.55; Joint Powers Fuel, supply – 3,771.59; NCPERS, insurance – 140.00; North WY Ins., insurance – 20.00; St. Francis Animal Shelter, agreement – 4,005.00; Salt Lake County Fleet Mgmt, supply – 20,500.00; Sheridan Motor, Inc., supply – 232.50; Silbernagel, Julie, supply – 42.93; Silk Screen Creations, supply – 350.00; Visa, supply – 1,724.00; WWC Engineering, contract – 4,763.00; WY Educators Benefit Trust, insurance – 148.50; WY Retirement System, service – 18,798.28; WY State Treasurer, supply – 30.00.
There being no further business, the meeting adjourned at 5:00 p.m.
