RECORD OF THE MINUTES OF CITY OF BUFFALO, WYOMING
PLANNING COMMISSION

October 27th, 2009

Present from the Planning Commission (PC) were Chairman Steve Reimann, Craig Cope, Jim Martin and Randy Dyess.

Absent: Kate Harness

Chairman Reimann called the meeting to order at 5:05 P.M.

Mr. Dyess made a motion to approve the Agenda as presented with the
following corrections (striking items 3&4)
Mr. Cope seconded the motion.
Chairman Reimann called for further discussion.
There was none.
The motion carried, with all present voting aye.

Mr. Dyess made a motion to approve the Minutes from 9-22-09.
Mr. Cope seconded the motion.

New Business

Chairman Reimann asked the Planning Commission to recognize the new City of Buffalo Planner Brian Grubb



The fifth item on the Agenda is the Resubdivision Sketch Plan of Lot7-9
Block 20 Richardson Park Subdivision (County Referral)

Chairman Reimann asked the City Planner for background information.
City Planner noted a discrepancy in the Staff Report having Big Horn Survey as
the Engineer, when Grizzly Engineering is the actual firm.
City Planner stated since this is a 1 mile jurisdictional boundary item, he would
like to identify any issues that might come out before the final plat.
A lengthy discussion ensued concerning firewalls, party wall agreements, sewer and water agreements.
Mr. Dyess made a motion to approve the Final Sketch Plan of Lots 7-9 Blk 20 of the
Richardson Park Addition as presented with the recommendation that there is a copy
of the Home Owners Associations Rules.
Mr. Martin Seconded the motion.
Chairman Reimann asked for further discussion.
There was none.
The motion passed all saying aye.

Chairman Reimann opened the floor for Oral/ Written Comments

A lengthy discussion ensued on the new subdivision regulations for the City of Buffalo
and how they would apply in the City of Buffalo's 1 mile jurisdictional boundary.

Mr. Dyess asked if the Big Horn Apartments ( Sparrow Group LLC ) had officially pulled their annexation petition
City Planner ( Brian Grubb ) gave information on the subject, that they did indeed pull their annexation at the last city council meeting


The next meeting is set for November 24th, 2009 5 p.m. City Hall.
The meeting adjourned at 5:31 p.m.
