Minutes for May 5, 2008

A regular meeting of the Buffalo Trails Board (BTB) was held at Buffalo’s City Hall at 12:00pm on May 5, 2008

The following board members were present:
Bill Mentock, Norb Lyle, Bill Cooley, Jerry Gladson, Steve Knuckolls, Fred Gray, Jack Tarter, City Planner Colin Betzler, Assistant City Planner Alicia Bankston,
Absent members: Ed Von Holst

Chairman Mentock called the meeting to order at 12:04pm.

The first item was to table the approval of the minutes from 4/17/2008, as the minutes had just been finished moments before today’s meeting was convened. Mr. Cooley made a motion to table the approval. Mr. Gladson seconded the motion. All present voted aye.

The second item was approval of minutes from 4/18/2008. Mr. Mentock noticed errors concerning the naming of TW road in the section describing where dogs will be allowed to be unleashed. The road that should have been referenced is actually called Stockyard Road (County Road 8). Having no other corrections Mr. Lyle made a motion to approve the minutes from the 4/18/2008 meeting with the above changes. Mr. Gray seconded the motion, and all members present voted aye.

The next item was approval of the agenda for today’s meeting. Mr. Cooley made a motion to approve the agenda. Mr. Lyle seconded the motion. All members present voted aye.

Updates: Bridge-Still waiting for Army Corp of Engineers. Grizzly Engineering will begin the engineering once the report comes back from the ACE.
Shiloh-Mr. Mentock recently talked with Ray Garland from 3Way Corp. and was told by Mr. Garland that they plan to lay gravel when the weather permits.

The next item was discussion about the trails workday. The plan is to meet at 8:30am at the picnic tables and clean up trash along Clear Creek in Washington Park. Once we finish the trash clean up, we will then go to the bridge placement site on upper Clear Creek to clear brush and debris. Our intention is to bring the debris up to the trail on the north side so the city can grind it up when the city comes along to get the branches that Mr. Mentock cleared previously.

The next item was discussion on bike lanes. Ms. Bankston informed us that it would be a good idea to include a position statement and possibly an informal map of where bike lanes could be located throughout the city. Mr. Betzler mentioned that the city at some point will have to take a comprehensive look at the transportation issues facing Buffalo in the future, and the planning department will come up with a basic statement that we can include in the master plan. Mr. Mentock took an informal vote of weather the board supported the idea of bike lanes. All members at the table said they would support bike lanes.

The next item was to talk about revising the master plan trail map. Mr. Betzler mentioned the board might want refine or add potential trails to the master plan map. Ms. Bankston mentioned that the board might want to color code the trails according to when we think they may come into being. That is, a different color for next 5 years, another for 5-10 years, etc.

Mr. Mentock then began a discussion about connecting the trail through the Vet. Home’s property to the west. Mr. Mentock asked Mr. Tarter his opinion on bringing the trail up to the north across the upper pasture and possibly connecting to the campground to the west. Mr. Tarter mentioned that the area is irrigated and would not be a good area for a trail.

The next item was to go over the Trail Improvements and Extensions document. The board spent the next hour discussing the document, making changes, and additions. At the end of discussions, Mr. Gladson made a motion to accept the document with the stated revisions. Mr. Lyle seconded the motion. All members present voted aye.

The next meeting will be Friday May 9 2008 at 12:00pm City Hall.
